Cindy began her employment with Human Services in 1987 as an Account Clerk in the Mojave Office.  She promoted to Eligibility Worker and up through the ranks to Eligibility Supervisor and was promoted to Assistant Program Director, assigned to the Bakersfield office in 1998. In 2007, Cindy was promoted to Program Director assigned to the Administrative Services Bureau where she provided direct support of Policy and Legislation and was a leader in driving Kern’s successful migration to a new computer eligibility system.  In 2011, Cindy was promoted to Assistant Director of Administrative Services, where in this position she led areas such as Relative Assessment, Licensing, Foster Care Ombudsman, and other Administrative support areas such as Facilities, Fleet and Mail Services, Information Technology, Policy and Legislative Analysis, as well as additional Program Support areas, Quality Assurance and Quality Control, Appeals, Income Review Overpayment Recovery, MEDS and the Work Participation Rate units.  She also provided contract oversight of the Gang Prevention and Medi-Cal Outreach, Enrollment and Retention grant activities, as well as oversees grant funding opportunities.  In May, 2015, Cindy was appointed as Chief Deputy Director under Director, Dena Murphy for Kern County Human Services for which she brings a wealth of program, administrative, and technical experience.
